The Government of Alberta is introducing a new generation of driver’s licences and identification cards that will combine personal health numbers and citizenship information into a single, secure document.
The new One Card system is designed to make life easier for Albertans by reducing the need to carry multiple pieces of identification when accessing government programs and services. Over time, it will also help phase out paper Alberta Health Care cards.
In addition to a modern new look that reflects Alberta’s history and identity, the redesigned cards feature enhanced security measures to better protect against fraud and identity theft.
What’s Changing?
Albertans applying for a new driver’s licence or ID card, or renewing an existing one, will be asked to provide proof that they are legally entitled to be in Canada. Those who confirm Canadian citizenship will have a “CAN” citizenship marker displayed on their card.
Eligible non-citizens will still be able to obtain a driver’s licence or identification card. A one-time 60-day grace period may be available for individuals who need additional time to gather the required documentation.
Health Care Information on Your Card
Eligible Albertans will also have the option to add their Personal Health Number (PHN) to their driver’s licence or ID card. To do so, applicants must present their Alberta Health Care card, valid identification, and proof of legal entitlement when applying or renewing.
Registry agents will verify Alberta Health Care eligibility in person before the PHN is added to the card.
Implementation in Two Phases
Phase One
Albertans renewing or obtaining a licence or ID card for the first time will confirm their legal status in person using approved documents such as a Canadian birth certificate.
Canadian citizens will receive a “CAN” marker on their card.
Eligible citizens and permanent residents with Alberta Health Care coverage will begin receiving cards with their Personal Health Number printed on the back.
Youth aged 12 and 13 may qualify for a free ID card that includes their PHN.
Phase Two
Personal Health Number integration will expand to all remaining eligible Albertans covered under the Alberta Health Care Insurance Plan (AHCIP).
Children under 14 will be eligible to receive a free ID card with their PHN, with the option to include a photo and signature.
No Additional Fees
The Government of Alberta has confirmed that the cost of the new driver’s licences and identification cards will remain the same as current fees. There will be no additional charge for the redesigned cards.
The new One Card initiative aims to simplify access to services, improve efficiency across government systems, and provide Albertans with a more secure and convenient form of identification for everyday use.
