Speech from the Throne: Moving Alberta Forward with Results

The Alberta government outlined its priorities for the upcoming legislative session on Thursday, emphasizing economic growth, health care reform, infrastructure investment, and provincial sovereignty during the fall 2025 Speech from the Throne.
Delivered by Lieutenant Governor Salma Lakhani at the Alberta Legislature, the speech marks the start of the second session of the 31st Legislature. Premier Danielle Smith said the government intends to turn its policy agenda into concrete results that Albertans can see and feel.
“Albertans have been clear about their priorities, and this government is acting on them,” said Smith. “We are putting those priorities into action with policies that strengthen health care, improve classrooms, protect freedoms and advance nation-building projects that strengthen Alberta’s role as the driving force in Canada’s future.”
Lakhani encouraged elected officials to approach the session with “diligence, compassion and mutual respect” as they debate legislation in the coming weeks.
Economic and Fiscal Policy
The government signaled a continued focus on fiscal restraint and economic diversification, saying it will work to protect the province from the impact of fluctuating energy prices and U.S. tariffs. Alberta remains committed to growing the Heritage Savings Trust Fund to more than $250 billion by 2050.
Relations with Ottawa and Washington
The speech reaffirmed the province’s intention to defend its constitutional jurisdiction and pursue policies that reflect Alberta’s interests. It also highlighted plans to work with other provinces, First Nations and industry on responsible resource development, while maintaining constructive dialogue with U.S. partners.
Immigration and Infrastructure
Citing population growth pressures, the government pledged to seek greater control over immigration and take what it called a “more sustainable approach” than the federal government’s current system. Investments will also continue in transportation networks, infrastructure, and social services.
Education
The province plans to respond to rapid enrolment growth — more than 90,000 additional students in three years — with major investments in school construction and classroom supports. Alberta has committed $8.6 billion to build 130 schools and create 200,000 new classroom spaces.
Health Care Reform
The speech promised a “new era” for Alberta’s health system, with investments in primary and preventative care, continuing care, mental health services and intervention programs. The government says the goal is to give Albertans faster and more reliable access to care.
Justice, Public Safety and Sovereignty
Public safety measures will include new investments in policing and protecting individual rights and freedoms. The government also reiterated its commitment to asserting Alberta’s sovereignty within Canada and opposing federal policies it considers harmful to the provincial economy.
The throne speech serves as a roadmap for the government’s legislative agenda this fall. Over the coming months, Albertans can expect new bills and policies touching on health care, education, infrastructure, and intergovernmental relations — all framed around the government’s stated goal of “moving Alberta forward with results.”
